  4月23日,习近平总书记在重庆主持召开新时代推动西部大开发座谈会。

  这是党的二十大以来第8场推动区域发展战略落实的座谈会。一个月前,在湖南考察时,习近平总书记在长沙主持召开新时代推动中部地区崛起座谈会。总书记有感而发:“下一步我们还要召开推动西部大开发、黄河流域生态保护和高质量发展等方面的座谈会,这些会议一届开一次,一个一个抓起来,一轮一轮抓下去,久久为功、步步深入,必有所成……”

  东西互济、南北协同、陆海统筹,党的二十大以来的八次座谈会,聚焦区域协调发展这个大主题,始终如一。

  “要牢固树立全国一盘棋思想”

  西部地区在全国改革发展稳定大局中举足轻重。地处西部内陆的重庆,则是西部大开发的重要战略支点。此次新时代推动西部大开发座谈会选择在重庆召开,体现着习近平总书记“在大局上谋划、关键处落子”的战略思考。

  “努力在推进新时代西部大开发中发挥支撑作用、在推进共建‘一带一路’中发挥带动作用、在推进长江经济带绿色发展中发挥示范作用。”早在2019年重庆考察时,习近平总书记就点明了重庆在国家区域协调发展大局中的重要性。

  心怀大局,从全局谋划一域。

  2023年5月,在河北雄安新区主持召开了高标准高质量推进雄安新区建设座谈会,在河北石家庄召开深入推进京津冀协同发展座谈会;6月,在内蒙古召开加强荒漠化综合防治和推进“三北”等重点生态工程建设座谈会;9月,在黑龙江召开新时代推动东北全面振兴座谈会;10月,在江西召开进一步推动长江经济带高质量发展座谈会;11月,在上海召开深入推进长三角一体化发展座谈会。今年3月,在湖南召开新时代推动中部地区崛起座谈会。

  着眼全国“一盘棋”,两条母亲河、三大城市群、四大经济区连接成势、协同发展,一系列区域协调发展战略、区域重大战略、主体功能区战略等落地实施,区域协调发展的“大手笔”随时间推移,布局日渐明朗,发展势能强劲。

  “找准在全国大局中的战略定位”

  “不平衡是普遍的,要在发展中促进相对平衡。这是区域协调发展的辩证法。”2019年8月,习近平总书记在中央财经委员会第五次会议上强调。

  尺有所短,寸有所长。“不能简单要求各地区在经济发展上达到同一水平,而是要根据各地区的条件,走合理分工、优化发展的路子。”

  这次新时代推动西部大开发座谈会上,习近平总书记就强调,要坚持把发展特色优势产业作为主攻方向,因地制宜发展新兴产业,加快西部地区产业转型升级。

  因地制宜,分类指导。在河北,强调“努力使京津冀成为中国式现代化建设的先行区、示范区”;在黑龙江,明确提出“牢牢把握东北在维护国家‘五大安全’中的重要使命”;在湖南,指出“持续打造更具竞争力的内陆开放高地”……

  在全国发展大局中明确自我发展定位,既补各自的短板,又锻造共同的长板,将各地的优势潜能,汇聚成整个国家的发展势能。

  “区域协调发展是实现共同富裕的必然要求”

  中国式现代化,民生为大。

  “全体人民共同富裕是中国式现代化的本质特征,区域协调发展是实现共同富裕的必然要求。”去年4月,习近平总书记在广东考察时要求“下功夫解决区域发展不平衡问题”。

  破解发展不平衡不充分问题,区域协调发展战略是一把金钥匙。对于新形势下区域协调发展,习近平总书记指出,区域协调发展的基本要求是实现基本公共服务均等化,基础设施通达程度比较均衡。

  注重民生、保障民生、改善民生,是推进区域协调发展的应有之义。

  去年5月,在高标准高质量推进雄安新区建设座谈会上,习近平总书记强调,“要坚持人民城市人民建、人民城市为人民,解决好雄安新区干部群众关心的切身利益问题,让人民群众从新区建设发展中感受到实实在在的获得感、幸福感”。

  高质量发展是协调成为内生特点的发展。习近平总书记指出,重大区域发展战略是符合我国新时代高质量发展需要的,是推进中国式现代化建设的有效途径。

  一盘棋做谋划,一张图干到底,抱成团朝着顶层设计的目标一起做,让现代化建设成果更多更公平惠及全体人民。
